About the role

We are looking for a talented and motivated individual with a background in transportation planning, outreach, or marketing to act in a consulting role as the Program Manager/Executive Director of the newly launched GoNoCo34 Transportation Management Organization (TMO), supporting our contract to promote sustainable transportation options in the region. This role is based in the North Front Range region of Northern Colorado, along the US34 Corridor between Estes Park and Kersey.

The GoNoCo34 TMO will launch in October 2024 as a 501c3 non-profit serving the US34 corridor and needs an enthusiastic, professional, and confident leader. The Steer team will provide training, strategic support, and professional development opportunities, as well as exposure to peer programs and international best practices. The Program Manager will be responsible for leading and delivering TMO activities, working with the Board of Directors to deliver relevant localized programming, and overseeing support from an intern.

Main Responsibilities

  • Implement the mission/purpose of the TMO through the day-to-day operations of the organization.
  • Assist Board of Directors to formulate TMO policies, procedures, and programs.
  • Represent and promote the TMO and its programs in the community.
  • Prepare annual workplan, budget, financial, and progress reports.
  • Support supervision, training, and performance of future TMO staff.

Other Duties and Responsibilities

  • Transportation Programs and Services
    • Assist individual TMO member organizations with development and implementation of relevant transportation services and programs.
    • Identify feasibility and coordinate area-wide programs for parking management, transit, bicycling, carpooling, vanpooling, and hybrid working/teleworking.
  • Advocacy/Legislative
    • Assess transportation service needs of local businesses and commuters.
    • Participate in local and regional transportation planning organizations and committees. Coordinate with State, County, and municipal officials on transportation issues.
    • Inform members of transportation-related legislation.
    • Act as liaison between the public and private sectors.
  • Operation
    • Establish TMO office and manage day-to-day operation of the TMO.
    • Implement and maintain a system for tracking and monitoring progress, including reports to TMO Board and stakeholder agencies.
    • Prepare TMO financial documents and monitor financial activities and programs.
    • Organize TMO board meetings and all-member meetings, and provide staffing support to Board of Directors and TMO committees.
    • Maintain membership database.
    • Gather data to support positive impacts of TMO programming and the benefits of TMO membership.
    • Keep abreast of available funding sources through various local, State, and Federal agencies and develop applications for funding opportunities.
    • Administer grant programs, including monitoring and evaluation, and preparing interim and final reports as required by granting agency.
  • Marketing/Membership
    • Implement TMO marketing plan, and develop annual updates.
    • Network with local employers, agencies, and institutions to raise awareness of the TMO.
    • Use motivational and engagement strategies to entice potential TMO members to participate in TMO programs and to encourage employees to try sustainable transportation options.
    • Promote commuting alternatives to commuters via TMO programming and messaging.
    • Conduct presentations to potential members, public agency representatives, employee transportation coordinators, and employees.
    • Plan and conduct commuter information events (e.g. transportation fairs, meet-your-match gatherings, awareness days, bicycle week, etc.).

Work Environment

All Steer employees in this part-time role are required to spend at least 50% of their time in office (can be flexible). The part time role will consist of between 20-24 hours/week.

Compensation

The salary range for all applicants are $80,000 to $106,000 USD. This salary reflects the full-time equivalent salary, and will be prorated against number of hours per week.

Do be advised that this is an estimated benchmark salary of good faith for the State of Colorado. All compensation, regardless of location, may be subject to change as skills, abilities, internal equity and geographic location are taken into account.

In addition to base salary, all employees will be eligible for an annual discretionary performance bonus. Please review the benefits section for more information on total reward. 

Steer reserves the right to ultimately pay more or less than the posted range and offer additional compensation. 

Requirements

  • 5-10 years’ experience in transportation planning , urban planning, marketing, outreach/engagement, public relations, or other relevant field
  • Skills and experience in transportation planning concepts, the benefits of multi-modal transportation choices, sales/marketing, customer service, and/or approaches for engaging business managers and employees.
  • Excellent written and oral communication skills and be proficient with Microsoft Office
  • This position will require the use of a personal vehicle for outreach, meetings, and events where other alternatives are not available.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future
